Authorizes the California Horse Racing Board to permit licensed quarter horse racing associations conducting live racing meetings to accept wagers on quarter horse stakes races with purses of $150,000 or greater.

Changes the authorization language from "either" to "any" to allow wagering on multiple specified types of races including the American Quarter Horse Racing Challenge, Texas Classic Futurity, Remington Park Futurity, and newly added high-purse stakes races.

Requires wagering to comply with federal law (Chapter 57 of Title 15 of the United States Code) and restricts wagering to within the racing enclosure only.

Limits wagering to within seven days of the running of the out-of-state race on which wagers are placed.
