Defines "recreational off-highway vehicle" as a motor vehicle with steering wheel, nonstraddle seating, maximum speed greater than 30 mph, and engine displacement of 1,000cc or less, designed primarily for off-highway operation.

Requires operators of recreational off-highway vehicles to be at least 16 years old or directly supervised by a parent, guardian, or authorized adult.

Mandates that operators and passengers wear safety helmets meeting motorcycle standards and wear properly fastened seatbelts, shoulder belts, or safety harnesses while the vehicle is in motion.

Prohibits passengers from occupying seat locations not designed by the manufacturer and requires passengers to be able to grasp occupant handholds while seated upright with feet on the floorboard.

Specifies that no state reimbursement is required for local agencies or school districts because costs result from creating new crimes or infractions.
