Requires the High-Speed Rail Authority to make every effort to purchase high-speed train rolling stock and related equipment manufactured in California, consistent with federal and state laws

Defines "manufactured in California" as rolling stock and equipment manufactured wholly or substantially within the state, or where the majority of component parts were manufactured wholly or substantially in California

Defines "manufactured" as an activity converting or conditioning property by changing form, composition, quality, or character for retail sale or use in manufacturing products for retail sale

Explicitly states the bill does not create a private right of action in civil litigation
