Extends the Metro Gold Line Foothill Extension project terminus from the City of Claremont to the City of Montclair, with the project running approximately one-half mile into San Bernardino County to the Montclair Transit Center.

Authorizes the Metro Gold Line Foothill Extension Construction Authority to accept grants, fees, and allocations from federal, state, and local agencies, as well as private entities, and to accept transfers of funds from these sources.

Expands the authority's board from 8 members (5 voting, 3 nonvoting) to 9 members (5 voting, 4 nonvoting) by adding one nonvoting member appointed by the president of the San Bernardino Associated Governments board.

Requires the Los Angeles County Metropolitan Transportation Authority (LACMTA) to assume responsibility for operating all completed phases of the project and authorizes LACMTA to operate the San Bernardino County portion, contingent on approval of an operations and maintenance agreement with the San Bernardino Associated Governments.

Mandates that contracts awarded by the executive director comply with state laws generally applicable to local agency procurements and requires the authority to enter into a construction agreement with the San Bernardino Associated Governments before commencing construction in San Bernardino County.
