Establishes a capped fee of $3,500 per nontank vessel for certificate of financial responsibility applications, adjustable annually based on California Consumer Price Index, through January 1, 2018

Allows the administrator to charge reduced fees for vessels posing lower pollution risk, including research vessels, training vessels, and permanently moored or rarely-moving vessels

Requires all fee revenue to be deposited into the Oil Spill Prevention and Administration Fund and permits spending for oil spill prevention purposes, but prohibits use for responding to actual oil spills

After January 1, 2018, authorizes the administrator to charge fees based on actual administrative costs without the $3,500 cap

The $3,500 fee cap provision repeals January 1, 2018, unless extended by later-enacted statute
