Requires the State Air Resources Board to provide 20% higher rebates for eligible medium- or heavy-duty zero-emission vehicles manufactured by California manufacturers through the Hybrid Truck and Bus Voucher Incentive Project (HVIP)

Defines "California manufacturer" as a business entity that manufactures eligible vehicles in-state with owners/officers domiciled in California, or operates an in-state manufacturing facility, maintains state business license, and employs state residents

Specifies that distribution or sales management offices do not qualify as manufacturing facilities for the purposes of the California manufacturer definition
