Requires state agencies proposing building standards that impact housing to include estimated compliance costs, potential benefits, and related assumptions in their initial statement of reasons for regulations.

Mandates that agencies make housing cost evaluations publicly available upon request, including the estimated costs of compliance and potential benefits for building standards.

Exempts model codes adopted under Health and Safety Code Section 18928 from these requirements unless an interested party requests examination of a specific section at least 30 days in advance.

Applies only to state agencies with statutory authority to propose or adopt residential building standards, and explicitly excludes the State Air Resources Board and air pollution control districts.

Becomes operative January 1, 2012, with provisions remaining in effect until January 1, 2014, unless extended by later statute.
