AB 1613 Summary

• Eliminates the requirement for the Department of Motor Vehicles to require a certificate of compliance or noncompliance upon transfer of ownership and registration of a motor vehicle.

• Removes the transfer-of-ownership smog check requirement while maintaining smog certification requirements for initial vehicle registration and other circumstances.

• Keeps existing 90-day validity period for smog certificates and maintains special provisions for licensed motor vehicle dealers and collector vehicles.

• Affects the statewide motor vehicle inspection and maintenance (smog-check) program administered by the Department of Consumer Affairs and State Air Resources Board.
