Requires the High-Speed Rail Authority to consult with University of California, California State University, and California Community Colleges to determine educational needs for the future high-speed rail workforce in design, construction, operations, and maintenance.

Directs the Authority to explore extension programs, contract education, and new or revised academic programs to meet workforce development needs.

Mandates the Authority to seek federal funding for high-speed rail workforce education and training purposes.

Requires the Authority to report to the Legislature and Governor by July 1, 2014 on implementation of these requirements.
