Amends the definition of "contained gaseous material" under hazardous waste regulations to exclude exhaust, flue gas, and vapor streams that are filtered or processed to remove particulates, dusts, or other air pollutants

Expands the existing exemption from hazardous waste classification to include air or exhaust gas streams that undergo filtration or processing, regardless of the pollution source

Removes the previous requirement that gas streams must be controlled by a "permitted or exempted air pollution control device" and replaces it with a broader exemption for any filtered or processed emissions

Modifies Section 25110.11 of the Health and Safety Code, effective August 27, 2012
