Extends authority for county boards of supervisors to charge inspection fees for weighing and measuring devices until January 1, 2016 (previously January 1, 2013)

Establishes specific device fee caps: computing scales ($20), jewelry/prescription scales ($80), devices 100-2,000 pounds ($50), LPG meters ($185), wholesale/vehicle meters ($75), and vehicle odometers ($60)

Limits annual registration fees to $1,000 per business location for computing scales and general devices, and $340 for nonpassenger vehicle rental businesses

Updates submeter fees for marinas and parks to $2 per water device, $3 per electric device, and $4 per vapor device per space or apartment

Exempts rental passenger vehicle odometers from fees unless a complaint is filed regarding accuracy
