Extends statute of limitations for civil actions seeking damages from childhood sexual abuse from age 26 to age 35, or within 3 years of discovering the psychological injury was caused by the abuse, whichever occurs later.

Prohibits confidential settlement agreements in civil actions based on childhood sexual abuse; agreements made on or after January 1, 2013 are void as against public policy, and attorneys demanding such agreements are subject to State Bar disciplinary action.

Requires private entities with employees who are mandated reporters or work directly with children in unsupervised settings to designate an employee to receive abuse complaints and implement internal reporting procedures consistent with state law.

Mandates enhanced background checks (past employment, references, and criminal history regarding child abuse) for private entity employees, members, agents, licensees, or representatives who are mandated reporters or work with children in unsupervised settings.

Makes violations of the private entity requirements a misdemeanor punishable by up to 6 months in county jail or a $1,000 fine.
