Requires the Department of Resources Recycling and Recovery to adopt regulations by January 1, 2018 mandating large-quantity commercial organics generators arrange for separate organics collection and recycling services, including self-hauling options.

Allows the department to delay organics recycling requirements on a case-by-case basis in rural areas where infrastructure does not exist and services are not reasonably available from local providers.

Permits the department to establish different implementation timelines for different types of organic materials, generator types, and state regions, but all requirements must be in effect no later than January 1, 2018.

Defines "large-quantity commercial organics generator" as a business generating significant amounts of organic waste including food waste and green materials traditionally disposed of in landfills.

Exempts curbside collection of green material from single-family residences and multifamily dwellings with fewer than five units from the organics recycling requirements.
