Amends Penal Code Section 831.4 to expand duties of security officers employed by the City of Sacramento Police Chief or County of Sacramento Sheriff to include protection of properties owned by public agencies, private companies, or nonprofits that support national defense or qualify as national critical infrastructure.

Authorizes Sacramento security officers to protect facilities that store or manufacture materials which, if compromised, could threaten national security or endanger County of Sacramento residents.

Requires any contract for expanded security services to provide full reimbursement to the City or County of Sacramento for actual costs, as determined by the county auditor or city.

Mandates the Sacramento County Board of Supervisors or City governing board hold a duly noticed public hearing to discuss any contract before contracting for these expanded services.

Maintains that security officers are not peace officers, cannot exercise arrest powers, but may carry firearms and other equipment authorized by the sheriff or police chief and must complete training under Penal Code Section 832.
