• Requires permit revocation, suspension, or denial hearings to be conducted before the director using informal procedures, with decisions issued within 60 days; establishes penalties of up to three years, five years, or longer depending on violation severity.

• Expands the tire recycling program to include subsidies, rebates, and waste tire incentive payments, and adds eligible funding activities for manufacturing additional tire-derived products.

• Creates new tire broker registration requirements, requiring brokers arranging shipment of used or waste tires to or through California to register with the department and submit periodic shipping information.
