Amends Political Reform Act of 1974 to require slate mailers to mark candidates and ballot measures with asterisks only if the slate mailer organization received payment to include them, and revises the notice language to voters.

Establishes new disclosure requirements for radio, television, and video advertisements by requiring candidate-authorized ads to include candidate approval statements and non-candidate-authorized ads to disclose the three largest identifiable contributors (defined as those contributing $10,000 or more).

Requires mass mailing and print advertisements to include a disclosure area with the top three funders' logos and names, or the committee name if fewer than three identifiable contributors exist.

Mandates that most committees establish and maintain a committee disclosure Internet Web site displaying the top 10 identifiable contributors and linking to full campaign finance disclosures or additional funding information.

Calls a special statewide election to be consolidated with the November 4, 2014 general election for voter approval of these amendments to the Political Reform Act of 1974.
