Establishes standards for disaster and emergency preparedness plans by the Public Utilities Commission, including weather monitoring, communication methods with agencies and the public, and emergency mitigation strategies.

Requires electrical corporations to develop, adopt, and update emergency and disaster preparedness plans compliant with commission standards, with mandatory meetings every two years starting no later than April 1, 2013.

Mandates that electrical corporations invite city, county, and city-county representatives to participate in plan development and updates, with designated points of contact given opportunity to comment on draft plans.

Requires water companies regulated by the commission to develop and adopt emergency and disaster preparedness plans and hold meetings with city and county representatives regarding those plans.

Allows corporations to fulfill meeting requirements by presenting emergency and disaster preparedness plans at regularly scheduled disaster council or local government body meetings within their service area.
