Authorizes the American Portuguese Club Incorporated to plan, construct, and maintain a memorial within the existing All Veterans Memorial to honor California American Portuguese veterans.

Establishes the California American Portuguese Veterans Memorial Committee comprising the Director of General Services (or designee), State Historic Preservation Officer (or designee), an Assembly Member appointed by the Speaker, and a Senate Member appointed by the Senate Committee on Rules.

Requires the Department of General Services to review design plans, ensure Americans with Disabilities Act compliance, approve environmental documents, prepare permits and maintenance agreements, and inspect construction.

Prohibits memorial construction until the State Capitol Park master plan is approved by the Joint Committee on Rules and the Department of Finance confirms sufficient private funding exists for construction and maintenance.

Mandates that all planning, construction, and maintenance be funded exclusively through private donations to the American Portuguese Club Incorporated, with a signed maintenance agreement required with the state.
