Revises the definition of "East Bay" for governing board appointment purposes to include all of Contra Costa County and the portion of Alameda County north of Hayward's southern boundary, excluding the Delta primary zone.

Expands eligible project locations from the State Coastal Conservancy's San Francisco Bay Area Conservation Program area to the broader "San Francisco Bay Area" (nine-county region), excluding the Delta primary zone.

Maintains authority to award grants for projects that restore, protect, or enhance tidal wetlands, managed ponds, or natural habitats on the shoreline, plus related flood management features and public access improvements.

Requires the authority to prioritize projects meeting State Coastal Conservancy selection criteria and consistency with the San Francisco Bay Conservation and Development Commission coastal management program.

Takes effect immediately upon approval on September 25, 2012, with the San Francisco Bay Restoration Authority Act set to repeal on January 1, 2029.
