Establishes the California Legacy License Plate Program to create and issue specialized license plates replicating designs from California's past (1956-1962, 1965-1968, and 1969-1986).

Requires a minimum of 7,500 paid applications for any one particular plate design before the department issues plates, with a deadline of January 1, 2015 to receive applications.

Sets additional fees of $50 for original issuance, $40 for renewal, $15 for transfer, and $35 for replacement plates on top of regular registration fees.

Prohibits issuance of Legacy License Plates for vehicles exempt from registration fees under Vehicle Code Sections 9101 or 9103.

Directs the Department of Motor Vehicles to use revenue from plate sales for administrative costs, with remaining funds deposited into the California Environmental License Plate Fund for legislative appropriation.
