Maintains legislative intent that 50-75% of actual program costs be financed by state funds, with remaining costs covered by tuition fees and private support

Reverts tuition fee cap back to $1,000 per session on January 1, 2018, unless extended by later legislation

Requires the University of California Regents to award need-based scholarships and to publicize that scholarships are available to prevent qualified applicants from being denied admission based on inability to pay
