Exempts from California Environmental Quality Act (CEQA) requirements the closure of railroad grade crossings ordered by the Public Utilities Commission if the PUC finds the crossing presents a threat to public safety.

Exemption applies until January 1, 2016, when the provision automatically repeals unless extended by later legislation.

Exemption does not apply to high-speed rail crossings or projects carried out by the High-Speed Rail Authority.

Requires state and local agencies that determine a railroad crossing closure is exempt from CEQA to file notice with the Office of Planning and Research and, for local agencies, with county clerks in affected counties.

Authorizes reimbursement to local agencies and school districts through established state mandate procedures if the Commission on State Mandates determines the bill imposes state-mandated costs.
