Provides substantial bonus funds for projects serving disadvantaged communities, park-deficient communities, and qualifying new housing units; additional bonuses for extremely low-income units, infill projects, and jurisdictions exceeding housing production thresholds.

Requires jurisdictions to have adopted compliant housing elements and submitted annual progress reports to qualify for grants.

Allows grant recipients to subcontract with recreation districts or nonprofit conservation organizations, and requires grant funds to supplement rather than replace other available funding.
