Requires farm labor contractors to obtain a license from the Labor Commissioner before operating, with the Commissioner authorized to issue duplicate licenses as needed.

Establishes civil penalties for operating as an unlicensed farm labor contractor: $100 per farmworker plus $100 per day (capped at $10,000) for initial citation; $200 per farmworker plus $200 per day (capped at $20,000) for second citation; and $500 per farmworker plus $500 per day (capped at $50,000) for third and subsequent citations.

Grants the Labor Commissioner authority to issue citations for violations, with procedures for contesting and enforcing citations following the same process as Section 1197.1.

Directs all civil penalties collected to be deposited into the Farmworker Remedial Account and made available for legislative appropriation to regulate farm labor contractors.

Specifies that civil penalties are in addition to any other penalties provided by law, and clarifies that "license" includes letters of authorization issued under Section 1695.7.
