Deems property tax apportionment factors applied in San Benito County for fiscal years through 2000-01 to be correct and valid.

Requires that property tax apportionment factors for San Benito County beginning in fiscal year 2001-02 and thereafter be based on corrected and adjusted prior fiscal year factors, as reviewed and recommended by the Controller.

Makes legislative findings that a special law is necessary for San Benito County due to uniquely severe fiscal difficulties and that a general law cannot be applied.
