Allows landlords and tenants to mutually agree to provide itemized statements and supporting documentation to a tenant's email account instead of physical mail after notice to terminate tenancy is provided.

Requires landlords to include specific notice language in writing about tenant rights to reclaim abandoned personal property when providing initial inspection notice.

Incorporates conditional amendments from Assembly Bill 2521 that become operative only if both bills are enacted and effective by January 1, 2013, with this bill enacted after AB 2521.
