Requires school district, county office of education, and charter school employees convicted of any state or federal felony arising from their official duties to forfeit all accrued retirement benefits from the earliest date of the felony's commission through the conviction date.

Mandates return of employee contributions to the public retirement system made on or after the earliest date of the felony's commission, without interest, upon a distribution event (separation, death, or retirement) unless a court orders otherwise.

Requires school districts, county offices of education, and charter schools to notify the public retirement system of an employee's conviction within 60 days, with possible reimbursement of audit and adjustment costs if notification obligations are not met.

Preserves retirement benefits earned prior to the first commission of the felony and allows forfeited benefits to be recovered if the conviction is reversed on final appeal.
