Authorizes the State Department of State Hospitals to expand a pilot program for competency restoration in Los Angeles County, Kern County, and other voluntarily participating counties

Requires participating counties to establish competency restoration programs in county jails to treat individuals found incompetent to stand trial (ISTs) who have not been committed to state hospitals

Mandates competency restoration programs include objective assessments, individualized treatment, educational components about the criminal justice system, reassessment, medication treatment, and involuntary treatment assessments

Prioritizes admissions for ISTs most likely to be restored to competency in the county jail treatment environment

Provides that if the Commission on State Mandates determines this bill imposes state-mandated costs, reimbursement to local agencies shall be made pursuant to existing statutory procedures
