Requires persons convicted of crimes against minors under age 14 who must register as sex offenders to carry a state-issued identification card whenever outside their home.

Requires persons adjudicated as sexually violent predators who must register as sex offenders to carry a state-issued identification card whenever outside their home.

Defines "state-issued identification card" to include any identification issued by a state department or agency, including driver's licenses.

Makes violation of the identification card requirement a misdemeanor offense.

Specifies that no state reimbursement is required for local agencies or school districts under Article XIII B of the California Constitution.
