Authorizes the Department of Transportation or local authorities to issue special permits for semitrailers used exclusively or primarily for motorsports with a maximum length of 56 feet (previously limited to combinations with 46-foot kingpin to rearmost axle measurements).

Permits licensed motorsports trailers to operate on highways specified in existing law without exceeding the new 56-foot length restriction, provided they meet other regulatory requirements.

Defines "motorsports" as events and related activities sanctioned under the Automobile Competition Committee for the United States, including administration, testing, practice, promotion, and merchandising.

Allows local authorities to establish reasonable operational hour restrictions as conditions for issuing special permits to motorsports semitrailers.

Clarifies legislative intent that this authorization conforms with federal law and is not a precedent for future increases in vehicle length parameters that would affect turning maneuverability.
