Changes the eligibility date for pupils with disabilities to use alternative means of demonstrating academic achievement from January 1, 2011 to July 1, 2015.

Modifies the definition of "eligible pupil with a disability" to require an anticipated graduation date and high school diploma scheduled for on or after July 1, 2015 (previously January 1, 2011).

Requires pupils with disabilities to have attempted the high school exit examination sections at least twice after grade 10, including at least once during 12th grade enrollment, with applicable accommodations or modifications.

Authorizes the State Board of Education to extend the July 1, 2015 implementation date by up to one year if necessary for appropriate implementation of alternative assessment regulations (previously allowed up to 2-year extension).

Allows eligible pupils with disabilities who successfully demonstrate academic achievement through alternative means to satisfy high school exit examination requirements without passing the traditional exam.
