Authorizes insurers to issue electronic verification of automobile liability insurance to a mobile electronic device upon request of the insured, in addition to written verification.

Allows drivers to provide proof of financial responsibility using a mobile electronic device when demanded by a peace officer, during traffic citations, or after accidents.

Requires peace officers to only view financial responsibility evidence on a mobile electronic device and prohibits viewing any other content on the device.

Places liability for any damage to a mobile electronic device on the person presenting it to a peace officer.

Exempts certain state-mandated local program costs from reimbursement under the California Constitution, while allowing reimbursement for other mandated costs if determined by the Commission on State Mandates.
