Removes the annual fee adjustment limitation tied to the California Consumer Price Index, authorizing the department to adjust fees based on projected workload and costs without that constraint.

Requires the department to submit a list of proposed fee adjustments and a comprehensive annual report to the Legislature and post them on its website by February 1 each year, including cost analyses, staffing assessments, and application/complaint data.

Establishes that nursing home administrator program activities must be supported entirely by fee revenue rather than General Fund appropriations, with the department publishing final fee lists within 14 days of the annual Budget Act enactment.

Maintains existing administrative fine authority (minimum $50, maximum $2,500 per violation) for nursing home administrators violating state or federal regulations, with all collected fines deposited into the Licensing and Certification Program Fund.
