Amends Section 25943 of the Public Resources Code to clarify what constitutes an unreasonable or unnecessary effect on home purchasing and rental housing for residential energy efficiency programs.

Specifies that unreasonable or unnecessary effects include requirements that homeowners advance additional costs, timelines that delay escrow closing beyond the sales contract date or mortgage rate lock deadline, or mandates to install products where lifetime energy savings do not exceed the product cost.

Establishes that property transfers cannot be invalidated solely due to non-compliance with program provisions.

Maintains existing requirements that energy efficiency programs for residential buildings minimize costs and not unreasonably affect the home purchasing process or ability to rent housing.

Applies to the comprehensive energy savings program for existing residential and nonresidential buildings that the State Energy Resources Conservation and Development Commission established by March 1, 2010.
