Expands the definition of "commercial film and photographic print or image processor" to include persons who prepare, publish, produce, develop, duplicate, or print any representation of information, data, or an image, including computer-generated equipment and images.

Requires commercial film and photographic print or image processors to report suspected child sexual abuse involving children under 16 years of age to law enforcement immediately by telephone and in writing within 36 hours.

Applies existing child abuse reporting requirements and penalties to the expanded class of commercial image processors, making failure to report a misdemeanor punishable by up to six months in county jail, a $1,000 fine, or both.

Makes technical updates to cross-references and definitions in the Child Abuse and Neglect Reporting Act related to mandated reporters.

Specifies that no state reimbursement to local agencies or school districts is required because the costs result from creating a new crime or changing penalties under existing law.
