Requires the State Department of Education to develop a list of supplemental instructional materials for English learners (kindergarten through grade 8) aligned with revised English language development standards by March 1, 2014, with state board approval by June 30, 2014.

Appropriates $500,000 in one-time federal Title I carryover funds to the State Department of Education to conduct reviews of English language development supplemental instructional materials.

Requires the State Department of Education to develop a list of mathematics supplemental instructional materials (kindergarten through grade 7) aligned with California Common Core standards by July 30, 2013, for state board approval.

Authorizes school districts and county boards of education to approve supplemental instructional materials beyond state-approved options if materials align with revised English language development standards or Common Core standards and meet student needs.

Establishes content review expert requirements, including majority elementary and secondary teachers with appropriate credentials, English learner authorization, and five years of classroom experience instructing English learners.
