Creates a Reporting Transparency in Government Internet Web site maintained by the California Technology Agency to centralize public access to state agency audits and contract data.

Requires state agencies to post all finalized audits (from January 1, 2009 onward) within 15 calendar days of completion, with exemptions for confidential information protected by court order, attorney-client privilege, or law enforcement safety concerns.

Mandates posting of summary data for all state contracts valued at $5,000 or more awarded after March 31, 2010, including contract numbers, pricing, dates, supplier names, and acquisition methods.

Exempts the Lieutenant Governor, Attorney General, Secretary of State, Treasurer, Insurance Commissioner, and Controller from posting requirements if they post the information on their own official websites instead.

Requires audit information to be maintained for 3 years and contract data to be posted for the entire length of the contract; the website operates only until the Financial Information System for California (FISCal) becomes available for public use.
