Amends Section 415.21 of the Code of Civil Procedure to grant access to gated communities for service of process or subpoena to private investigators in addition to county sheriffs, marshals, and registered process servers

Requires private investigators to display evidence of current licensure under Chapter 11.3 of Division 3 of the Business and Professions Code when requesting access to gated communities

Maintains existing requirement that persons must identify the intended recipient to the guard and display a current driver's license or other identification

Applies only to gated communities that are staffed by a guard or security personnel at the time service is attempted

Preserves the holding in Bein v. Brechtel-Jochim Group, Inc. (1992) regarding service upon a guard in a gated community
