Allows applicants to request a "V" designation on driver's licenses or identification cards by presenting a DD Form 214 (Certificate of Release or Discharge from Active Duty) or verification from a county veterans service officer.

Requires the Department of Motor Vehicles to print the "V" or appropriate designation on the face of licenses or identification cards for veterans who make this request and pay the required fee.

Establishes a new fee (amount unspecified in bill) for veterans requesting the "V" designation on their driver's license or identification card.

Requires the Department of Motor Vehicles to forward $1 of each fee collected to the Controller for deposit in the Veterans Service Office Fund to support county veterans service offices.
