Requires public swimming pool owners to ensure pools are operated by a qualified pool operator and maintain conspicuous certificates of qualification onsite for local agency inspection, effective January 1, 2014.

Mandates every pool operator at a public swimming pool complete an approved pool operator training course of at least 14 hours covering water disinfection, chemistry, mechanical systems, health and safety, and facility operations, plus pass a written examination.

Requires local enforcing agencies to register and approve pool operator training courses and allows them to charge registration fees not exceeding program administration costs.

Establishes that training and testing must be conducted by persons knowledgeable in pool operations and approved as qualified pool operators, with current certificates recognized across all local and state agencies.

Exempts cities or counties that had pool operator training ordinances in effect on or before January 1, 2012 from the law's requirements.
