Sets hospital inpatient reimbursement rates at 90% of Medi-Cal hospital interim rates for five specified state health programs (California Children's Services, Genetically Handicapped Person's, Breast and Cervical Cancer Early Detection, State-Only Family Planning, and Family PACT) for dates of service from January 1, 2011 through December 31, 2016

Maintains existing requirement that provider payment rates across multiple state health programs remain identical to Medi-Cal rates, with this bill creating an exception for hospital inpatient services only

Allows the department director to identify additional programs beyond those listed where providers receive Medi-Cal-equivalent rates

Permits the director to adopt regulations authorizing reimbursement rates higher than Medi-Cal rates for services under the covered programs

Declares the bill an urgency statute effective immediately to prevent retroactive recoupment of hospital funds for inpatient services
