AB 1730: Legislative Transparency Act

• Requires the Assembly Committee on Rules, Senate Committee on Rules, and Joint Rules Committee to provide monthly budget reports to each legislator detailing office and committee expenditures, which legislators must publish on their websites.

• Prohibits either house of the Legislature from voting on any bill unless it has been publicly available on an internet website for at least 72 hours, unless the house waives this requirement by a 2/3 vote.

• Requires legislators and their controlled committees to report "legislative deadline contributions" ($100 or more made within 7 days before specified legislative deadlines) to the Secretary of State within 24 hours.

• Defines legislative deadline contributions as those made within 7 days prior to the June 15 budget deadline, bill passage deadlines, or legislative adjournment dates.

• Requires the Secretary of State to submit the contribution reporting provisions to voters for approval at a statewide election.
