AB 1736 Summary

• Authorizes local agency legislative bodies to hold closed sessions with the Governor and specified state officials (Attorney General, Secretary of California Emergency Management, Adjutant General, Highway Patrol Commissioner, State Public Health Officer, district attorney, agency counsel, sheriff, and chief of police) to discuss threats to public building security, essential public services security, or public access to services and facilities.

• Requires legislative bodies holding closed sessions under Section 54957 to include in posted agendas the first and last names, titles, and affiliations of all non-member attendees and non-essential staff attending those sessions.

• Makes legislative findings that permitting closed sessions with the Governor to discuss security matters protects public health and safety by allowing sensitive information to be protected while maintaining government security.

• Modifies Section 54954.5 agenda description requirements to clarify reference citations and update "Bureau of State Audits" to "California State Auditor's Office."

• Contains conditional operative provisions allowing different versions of Section 54954.5 amendments to take effect depending on whether Assembly Bill 2690 and Senate Bill 1395 are enacted and become effective by January 1, 2013.
