AB 174 Summary

• Establishes the California Health and Human Services Automation Fund within the State Treasury to support the Office of Systems Integration and fund specified health and welfare system projects including SAWS, CWS/CMS, EBT, and the Unemployment Insurance Modernization Project.

• Authorizes the Franchise Tax Board to disclose tax return information to health agencies and county departments to verify eligibility for Medi-Cal, Healthy Families Program, Access for Infants and Mothers Program, and federal health insurance subsidies through the California Health Benefit Exchange.

• Permits the Employment Development Department to share employer and employee wage information with state health agencies and county departments for verifying eligibility in state and federal health subsidy programs, effective January 1, 2013.

• Requires the Director of Employment Development to enable access to wage, employer account, and disability/unemployment insurance claim information by the Department of Health Care Services, California Health Benefit Exchange, Managed Risk Medical Insurance Board, and county agencies for health eligibility determinations.

• Contains operative provisions that coordinate amendments with Assembly Bills 1794 and 1845 and Senate Bills 691 and 1258 to avoid conflicting modifications to Unemployment Insurance Code sections.
