Requires institutions to disclose policies on payment of athletically related medical expenses, including deductibles, copayments, insurance premiums, duration of coverage after athletic eligibility expires, and coverage for second medical opinions.

Mandates disclosure of NCAA and institutional policies regarding athletic release requests for student athletes wishing to transfer to another institution.
