Exempts rainwater collected from rooftops from state water rights permit requirements, allowing capture without a permit from the State Water Resources Control Board.

Authorizes landscape contractors holding a Landscape Contractor (C-27) license to design and install exterior components of rainwater capture systems that are not attached to structures, provided the system is used exclusively for landscape irrigation or decorative water features.

Allows landscape contractors to enter into prime contracts for rainwater capture system construction if the system serves only landscape irrigation or decorative water features in a landscaping project.

Defines "rainwater capture system" as a facility designed to capture and store rainwater from building rooftops for onsite use, and establishes that this does not alter existing water rights law or agricultural water use.
