Authorizes the Public Utilities Commission to approve a fixed per-customer charge (not based on usage) for all residential customers, including CARE program participants, to recover fixed costs of providing electricity service, if found to be just and reasonable.

Establishes legislative intent that any fixed per-customer charge be used to decrease rates paid by residential customers for usage exceeding 130% of baseline amounts.

Requires the commission to ensure electricity rates are affordable for qualified low-income ratepayers and mandates electrical corporations offer discounts or subsidies to prevent service disconnections for these customers.

Modifies existing rate increase limitations for CARE program participants by establishing new rate-setting requirements effective January 1, 2019, based on affordability standards and needs assessments rather than CalWORKs benefit increases alone.

Clarifies that baseline rate calculations exclude fixed per-customer charges and maintains the 80% cap limiting CARE rates to no more than 80% of corresponding rates charged to non-CARE residential customers.
