Prohibits individuals or entities from claiming to represent or provide services on behalf of the California Health Benefit Exchange without a valid agreement with the Exchange.

Makes it an unfair business practice for health care service plan solicitors, solicitor firms, and health care service plans to misrepresent their affiliation with the Exchange without a valid agreement.

Adds unfair insurance practice standards prohibiting insurers from holding themselves out as representing the Exchange without authorization.

Establishes that aiding or abetting violations of these provisions also constitutes a violation.

Specifies that willful violations of health care service plan provisions remain criminal offenses and exempts the state from reimbursing local agencies for enforcement costs.
