Commission on Teacher Credentialing must convene an advisory panel to explore recognition of leadership roles within the teaching career pathway, including roles such as master teachers, mentors, instructional leaders, and curriculum coordinators.

Advisory panel must consider teacher leadership issues including retention, formal preparation and recognition of leadership roles, processes in other states, national board certification alignment, and feasibility of teacher leader career ladders.

Advisory panel must include representatives from teachers performing school leadership duties, teacher and administrator organizations, the Superintendent, teacher preparation programs, school boards and districts, and other appropriate organizations.

Commission must report to the Governor and Legislature with recommendations for recognizing teacher leaders within one year of the advisory panel being convened, with the reporting requirement becoming inoperative January 1, 2017.

Advisory panel can only be convened after the Department of Finance confirms that sufficient private funds have been deposited with the state to fully support its activities; General Fund moneys cannot be used.
