Authorizes counties to impose an additional vehicle registration fee of $1 or $3 (increased from $1) by board of supervisors resolution, with fees deposited into a continuously appropriated fund for vehicle theft prevention programs.

Requires counties increasing the fee from $1 to $3 to submit the resolution to the Department of Motor Vehicles at least 6 months before the fee increase takes effect.

Restricts fee expenditures to programs that deter, investigate, and prosecute vehicle theft crimes; counties with 250,000 or fewer residents may also fund DUI and vehicular manslaughter prosecution.

Requires counties to submit quarterly activity reports to the California Highway Patrol and annual fiscal yearend reports to the Controller detailing revenues, expenditures, stolen vehicles recovered, and other vehicle theft metrics.

Expires January 1, 2018, unless a later-enacted statute extends or deletes that date.
